ROFL I came to confirm if the penalty was too soft, after watching this it only hardened the case. It was a foul worthy of a penalty. Busquets was about to make a move(shoot/pass), Juanfran clumsily tried to kick the ball between Busquets legs, no contact with the ball, all the contact with Busquets's left leg with a force of a clearance kick. Busquets chose to go down.
Penalty, Case dismissed.

Even if that was a softer foul, my rule of thumb is; if CR would have gone down on it and it was ruled pen, then that's ok by my book if others do it.(I'm not the kinda guy that's fanboying and doing the hate stuff of a rival team, it just happens that CR is the measuring instrument that I have to use in Liga)

Edit- You provided the evidence against your title btw lol, Busquets could play act and role his way out of the stadium, doesn't change the fact that it was a foul inside the box.
